Des congrès panafricains à l’Organisation de l’unité africaine

Les mois qui suivent les indépendances africaines des années 1960 sont riches d’événements diplomatiques entre de nouveaux acteurs sur la scène internationale. Alors que ces rencontres, comme celles des groupes Monrovia et de Casablanca, sont régulièrement réduites à l’opposition idéologique entre leurs principales figures (en particulier Kwame Nkrumah et William Tubman), elles rassemblent en réalité des centaines d’individus. Certains ont été formés suivant des schémas de mobilités transimpériales, et ont participé aux discussions des projets panafricains dès le début du XXe siècle. Cet article évalue leur place dans les congrès panafricains depuis 1900 jusqu’à la création de l’OUA en mai 1963, et identifie leurs apports complémentaires et concurrents aux projets portés par les chefs d’États et de gouvernements nouvellement indépendants. Les mobilités transimpériales sont un facteur clé dans l’établissement d’un multilatéralisme sur le continent, et complexifient le récit d’États se légitimant par une souveraineté « négative » après les indépendances.
