Approche comparée de politiques d’assurance-qualité des systèmes d’enseignement supérieur européens

En Europe, la fin des années 1990 a été marquée par l’impact croissant du contexte supra- national sur la définition des agendas nationaux dans l’enseignement supérieur, notamment dans le domaine des politiques relatives à l’assurance-qualité. Cette tendance c’est accentuée avec la signature de la Déclaration de Bologne et la mise en place des mesures qui l’ont accompagnée tant dans l’organisation des études qu’en matière de reconnaissance des diplômes. La plupart des pays européens se sont donc attelés à l’harmonisation de leurs politiques dans ce domaine afin de répondre aux attentes suscitée par la construction d’un Espace européen de l’enseignement supérieur.

Cependant, de quoi parle-t-on précisément lorsque l’on invoque « l’harmonisation des politiques nationales » en matière d’assurance qualité ? « Harmonisation » signifie-t-elle

« convergence » et si oui, de quel type? Quelle est la pertinence de la « variable nationale », si tant est qu’elle existe encore ? En prenant pour exemple des pays d’Europe occidentale, ce papier propose de fournir quelques éléments de réponse à ces questionnements.

Pour cela, il propose tout d’abord un cadre d’analyse de l’assurance-qualité en tant que politique publique. Ce cadre se fonde sur une distinction entre les dimensions idéelle et matérielle et met en avant une série de choix politiques indispensables en matière d’assurance-qualité. Ensuite, la discussion se déplace vers les réponses apportées par différents pays à ces choix fondamentaux. Les différences et les similitudes sont identifiées et permettent d’éclairer les spécificités de chacun des espaces nationaux dans le type de réponses apportées. Dans une troisième partie, le texte aborde la question de l’accréditation et de sa (ré)-émergence dans le contexte européen. Cette partie permet de revenir sur les aspects relatifs à l’harmonisation des politiques nationales et, enfin, d’interroger le poids de l’héritage institutionnel dans le développement de nouvelles politiques en matière d’assurance-qualité dans l’enseignement supérieur.
